2025 Annual Progress Report for Vermont

on Energy, Affordability, and Emissions

October 2025 

The Annual Progress Report for Vermont provides an in-depth analysis of where Vermont stands relative to its climate commitments and energy goals. This year’s report highlights the theme of affordability. We know that:

  • Over $2 billion a year is spent on fossil fuels in Vermont
  • Investing in more efficient technologies can provide durable affordability
  • Vermonters are adopting clean energy solutions - support is needed to help those who would benefit most
  • Investing in energy efficiency and electrification keeps money in Vermont and supports local jobs
  • The costs of failing to reduce climate pollution are real and increasing
  • State leadership and collaboration matters

  • If you would like a physical copy of the Annual Progress Report and have not received one in the mail by November 15th, 2025,
  • If you’d like to share reports at an upcoming event, (please let us know in advance the number of reports you’re requesting, the event title/description, and the date you’d like the reports),
  • if you would like flat (unfolded) posters (please note the number requested), or
  • if you would like to host a presentation and discussion about the report.
