2025 Annual Progress Report for Vermont
on Energy, Affordability, and Emissions
October 2025
The Annual Progress Report for Vermont provides an in-depth analysis of where Vermont stands relative to its climate commitments and energy goals. This year’s report highlights the theme of affordability. We know that:
- Over $2 billion a year is spent on fossil fuels in Vermont
- Investing in more efficient technologies can provide durable affordability
- Vermonters are adopting clean energy solutions - support is needed to help those who would benefit most
- Investing in energy efficiency and electrification keeps money in Vermont and supports local jobs
- The costs of failing to reduce climate pollution are real and increasing
- State leadership and collaboration matters
