Please join us in welcoming Megan O’Toole, who was elected to the EAN Board of Directors in September.
Megan is a Senior Policy Advisor with the Northeast States for Coordinated Air Use Management’s (NESCAUM) Clean Transportation Team. Megan has been an environmental lawyer for over 15 years, first as an attorney in the General Counsel’s Office at the National Oceanic and Atmospheric Administration practicing Natural Resource Damage law, and then with the Vermont Department of Environmental Conservation as the Associate General Counsel for the Air Quality and Climate Division. Before joining NESCAUM, Megan was the Climate Change Mitigation Manager in the Agency of Natural Resources Climate Action Office. She lives on a homestead in Braintree, Vermont with her husband, son, and seven Belgian draft horses. You can read more about Megan and the rest of our Board of Directors on the EAN website.

A key source of investment to support energy efficiency and beneficial electrification comes from fees, taxes, and charges on energy purchased in Vermont, ranging from 0.7% to 5.5%, depending on the heating fuel. Fossil heating fuels such as fuel oil and propane pay one sixth of the fees, taxes, and charges that electricity does, despite producing 6 times more climate pollution. This puts upward pressure on the price of electricity, Vermont’s cleanest energy source, and is inconsistent with the “polluter pays” principle.
