Zero-Emission Heating Equipment Standards

For Vermont to reduce its emissions in line with the obligations of the Global Warming Solutions Act (GWSA), the sale of new fossil fuel space and water heating equipment likely needs to be phased out within the next decade. To ensure that newly installed equipment does not lock in decades of continued climate pollution, at least ten states across the U.S. are exploring zero-emission heating equipment standards (ZEHES), which require new space and water heating equipment sold and installed after a certain date to be pollution-free.

EAN’s latest research analyzes what a ZEHES regulation could mean for Vermont’s emissions, energy use, and energy costs. We estimate that ZEHES could result in substantial reductions in Vermont’s climate pollution and statewide energy costs. Profile | NESCAUM (Northeast States for Coordinated Air Use Management)

NESCAUM is a coalition of state air agencies that promotes regional cooperation and action by its member states in support of effective programs to reduce the adverse public health and environmental impacts of air pollution and climate change. NESCAUM works to improve public health and protect the environment by reducing air pollution and greenhouse gas emissions from electricity generation, vehicles, industry, fuels, and local sources. They provide scientific, technical, analytical, and policy support to the air quality programs of their member states in the Northeast to assist them in meeting their climate and air quality goals. In addition to Vermont, their member states are Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, and Rhode Island. 

NESCAUM provides research useful to EAN members, some of which is collaboratively developed with the Regulatory Assistance Project and others. These resources include:
