Data Download | Cap-and-invest policy comparison

Many of the places that are making the most progress in reducing climate pollution have taken a comprehensive, economy-wide approach – often involving a cap on emissions. “Cap-and-invest” is a policy that establishes a declining cap on emissions and creates a long-term revenue source that can be used for rebating money directly to residents, as well as funding programs and incentives. Vermont has participated in a successful multi-state cap-and-invest program (the Regional Greenhouse Gas Initiative) for more than a decade; however, that program covers just the electricity sector, which is responsible for only 3% of Vermont’s GHG emissions.

This is one of the new graphs from the upcoming EAN 2025 Annual Progress Report for Vermont, which will be released this fall. Over the next few months, we will share sneak previews of some of our newest graphics in this monthly e-newsletter. 

EAN 2025 Summer Research Intern Profiles

Julián Galindo Macias

Julián joined EAN as a summer 2025 intern, focusing his research on options for how cap-and-invest programs can provide direct rebates to individuals. 

Julián is a rising junior at Middlebury College, majoring in Environmental Policy, and is a member of climate activism groups on campus. 

Julián grew up in Palo Alto, California and enjoys golfing, bouldering, and playing tennis. He looks forward to developing a timely research project that informs climate policy and programs at a sub-national level.

Payton Molleur

Payton is a rising senior at Wheaton College, MA, studying economics and political science, and working on an honors thesis focused on the effects of tax incentives from the Inflation Reduction Act in influencing household energy consumption habits. He enjoys working with data and conducting meaningful research into public policy issues, and hopes to continue doing so after graduating from Wheaton.

Growing up in Walden VT, Payton was always close to nature and loves to spend his free time hiking, swimming, and biking when he’s not playing the trombone. He is excited to spend the summer conducting research on the future of the transmission and distribution (T&D) grid in VT.
