Summer Interns’ Final Research Reports

EAN research interns, Evelyn Seidner and Shea Brams, spent the summer conducting in-depth research projects on topics related to energy equity and electrification. Both reports are now available on the EAN website.

Evelyn Seidner – Consumer Protection: Utility Service Disconnection and Bill Payment – An Assessment of Vermont and Beyond

Consumer protection and bill payment assistance for electric utility customers is becoming increasingly important as we work to electrify heating and transportation. This report summarizes existing rules and programs in Vermont that offer utility bill payment assistance to customers with low and moderate incomes and protect consumers from service disconnection. It assesses the effectiveness of these programs relative to national best practices and identifies opportunities for enhancement in Vermont.

Shea Brams – Comfortable Homes and Energy Savings: Weatherization and Beneficial Electrification for Vermont Households with Lower Incomes

This project examines the status and trends of weatherization, energy efficiency and home improvements, and beneficial electrification for Vermont households that are income-eligible for the federal Weatherization Assistance Program (WAP). The report identifies successes, challenges, and possible enhancements or new initiatives to further support households with accessible, affordable opportunities to weatherize and electrify their homes.

EAN Annual Award Profiles

Each year the Anne & Arthur Berndt Award and the Leigh Seddon Award are presented to EAN members or public partners. This year’s awardees were Ellen Kahler and the Energy Futures Group (EFG).

Ellen Kahler was awarded the Anne & Arthur Berndt Award, which honors her bold leadership, demonstrated vision, and commitment to creating a renewable energy future for Vermont.

In addition to leading the Vermont Sustainable Jobs Fund since 2005, Ellen was a founding board member of EAN.

Energy Futures Group (EFG) was awarded the Leigh Seddon Award for their significant volunteer commitments to EAN, with several of their staff co-chairing EAN working groups since 2020, and for their contributions to research and analysis that help advance EAN’s mission.

Richard Faesy and David Hill accepted the award for EFG.
